1984
NAPM testified before the Postal Rate Commission. the case ultimately
resulted in a 33 1/3% incentive increase - 3 to 4 cents per piece - for
presorted mail.
1986
NAPM was made a member of the Mailer's Technical Advisory Committee (MTAC)
and actively served on its subcommittees.
1988
NAPM's President was selected to co-chair a joint committee of the USPS
Worksharing Task Force. This corroboration yields new concepts to reduce
mail processing costs for all.
1990
NAPM testified before the Postal Rate Commission, countering the Postal
Service's recommended 12.5% decrease in presort incentives. Convincing
evidence affirmed the values of presort, and the incentive was increased
by nearly 5%.
1992
NAPM members were selected to participate in the competitive Services Task
Force, a joint effort to improve the Postal Service's way of doing
business. Many recommendations were implemented immediately, especially
those of greatest benefit to both the Postal Service and the private
sector.
1995
NAPM actively participated in the Classification Reform case, Docket
MC95-1, and testified before the Postal Rate Commission on behalf of our
members. We also testified before the US House of Representatives'
Committee on Government Reform and Oversight.
1996
NAPM recommended a deferment of the implementation of Classification
Reform on the advice of suppliers since readiness on July 1, 1996, was
questionable. Our recommendation was ignored and the mailing community
lost millions of dollars from the premature implementation. NAPM was
invited to testify by the House Sub Committee on the Postal Service to
enter testimony on the Postal Reform Act of 1996.
1997
As members of the Mailers Technical Advisory Committee, NAPM had technical
representation on joint committees on ABE, FASTforward, Remote Video
Encoding and the Mail Preparation Total Quality Management Program.
1998
NAPM's active participation in R-97-1, Rate Case led directly to the
Postal Rate Commission's recommendation reducing First-Class automation
rates 5 to 8 tenths of a cents below the rates requested by the USPS. NAPM
testimony is also credited with maintaining the discount for heavy weight
mail. After several years of
development in conjunction with NAPM members, the USPS initiated the Mail
Processing Total Quality Management Program (MPTQM) for First-Class
Barcoded Mail. NAPM member companies were the first to be certified under
this program.
1999
NAPM works actively with the USPS to develop a new Standard
Acceptance and Verification ("SAVE") procedure that will
ultimately provide a leveler playing field with all First-Class mailers
being subject to essentially the same acceptance and verification
procedures.
2000
NAPM's active participation in R2000-1 results in a PRC recommendation
that once again increases the worksharing discounts. NAPM efforts lead to a 50% reduction in the $10,000 annual FASTforward
license fee.
2001
NAPM leads to fight to re-program MERLIN to fairer and more reasonable
standards for barcode readability and works with postage meter
manufacturers to secure more satisfactory ways for presort mailers to put
postage on electronically reset meters being mandated by the USPS.
